Le Projet d'agglomération 4 a défini une hiérarchisation des fonctions urbaines : - centre métropolitain - centre régional - centre local Reliés entre eux par les réseaux structurants d'agglomération, les centres bénéficient d'une bonne desserte en transports publics et mobilité douce et disposent en général d'une interface multimodale.
